Adopted in 2023, Act 59, the Community Resilience and Biodiversity Protection Act, establishes a statewide framework for land conservation that advances biodiversity protection and supports resilient communities. The Act additionally establishes the goals of conserving 30% of Vermont by 2030 and 50% by 2050.
The first phase of enacting Act 59 found that roughly 27% of the state is already conserved, leaving nearly 190,000 additional acres to conserve to meet the 2030 conservation goal. Achieving this pace of conservation while also sustaining core investments in farms, forests, and water quality, would be unprecedented in Vermont’s history, underscoring the aspirational breadth and depth of this draft plan. At present, Vermont’s financial and organizational resources are more limited than was anticipated at the time of the Act’s passage, so it is more important than ever to prioritize the most crucial and feasible actions first.
